If I draw two wheel objects is the any way I can align them or can I draw a cylinder and then cut out the middle somehow?

In 3.0 the way I draw wheels (torus) is by drawing an almost closed C shape in a Lathe, then doing a mirror clone. The C and reflected C leave a hole in the middle. You need to turn off Cap Ends in object properties too.

If needed you can use Stitch Holes to close the loop.
